WWE is getting more and more aggressive with their scouting of the indies. William Regal in particular has been tasked with paying very close attention to PWG, ROH and Evolve.
WWE has big plans to expand NXT's touring in 2016, so a lot of the guys they have their eyes on, they're not in a rush to sign. Early next year, WWE is looking to sign several guys that are in PWG, ROH and Evolve right now as they're really looking to use NXT to create their version of a super indy. The vision is two fold; one, it helps create awareness and recognition for the next wave of talent and two, they are able to monetize a segment of their audience that currently consumes ROH and promotions like it.
A lot of the buildings WWE is looking to run with the NXT brand are buildings ROH runs now or used to run. WWE doesn't want ROH piggybacking off of NXT, so in negotiations with buildings, WWE is demanding that if NXT runs there, ROH can't be allowed to run there as well. Obviously this could become a serious problem for ROH if they start to get locked out of a lot of buildings.
