ROH Wrestling is still hoping to keep Adam Cole, but the top priority was to re-sign the Young Bucks, which they did.
ROH's internal research shows the Young Bucks make the biggest difference in ticket sales among the American talent and while ROH is hopeful of retaining Cole, the decision was made to spend big to keep the Young Bucks, even if it ultimately means they can't spend the money to compete with WWE over Cole's services.
ROH felt Cole and the Bucks were the two acts WWE would be the most aggressive in going after so ROH was very proactive in trying to keep the Bucks. Part of it too though was them simply being more receptive.
Adam Cole thus far has stood firm that he doesn't want to sign an extension right now and prefers to wait and see what WWE ends up offering. Whereas when ROH and NJPW came in with a very strong offer, the Bucks were willing to just go ahead and sign rather than wait to see what WWE ended up offering.
