Triple H is looking to sign more tags teams to developmental contracts as WWE is still in need of more bodies to fill the rings at the Performance Center. While Triple H genuinely wants to revamp and refocus on the tag team division, he sees signing tag teams as a way to reach their desired end of the year capacity at the training complex twice as fast.
In a quick update on WWE signing Eddie Edwards and Davey Richards, neither have contracts yet. Basically the holdup has to do with the reputation of Richards, which isn't good. We're told Triple H heard stories of Richards "being an erratic head case" and he wanted to see how he adapted to being in developmental for a few weeks before committing with a contract. This is why Edwards and Richards have basically been under a brief trial run with the company.
As for Edwards, he has a reputation for being a total pro but apparently the company wanted to wait and sign them both at the same time. Everyone is high up on the actual in-ring work of The American Wolves but there have been questions about Richards' attitude and behavior.
